Any design process must consider theproblem of minimizing the cost of the

Two states are equivalent if, for each setof inputs, it gives exactly the sameoutput and send the circuit either to thesame state or to an equivalent state.

When two states are equivalent, one ofthem can be removed without alteringthe input/output relationships.
