Simulated Emergency Test – 2020
Date:Saturday, 31 October 2020 Mission Number: 20-T-1053
Times:8:13 AM to 11:13 AM Exercise Title: Zombies Rising
Exercise Scenario: This is an “all hazards” communications exercise, and will focus on
driving to assigned locations within Clark County and sending incident situation reports,
ICS-213 messages, and ARRL Radiograms.
Activation Methods:
The EC will notify Team Leaders via SMS and by radio on CLRK 2A.
Team Leaders will notify team members using whichever method best enhances
overall team preparedness.
Deployment Location(s): Within Clark County as assigned by the EC as part of exercise
play. Because of COVID-19 precautions, this exercise does not include responses to any
established served-agency location.
Objectives:
1. Team Leaders are able to receive team tasking via Winlink at the start of the exercise.
2. Members follow state-mandated face mask and social distancing requirements.
3. Members are able to activate a mobile radio unit (or accompany another member).
4. Members who have APRS tracking capability activate it during the exercise.
5. Members promptly visit all assigned locations and give incident situation reports.
6. Each participant sends an After Action Report (AAR) to their Team Leader by
Tuesday, November 3, 2020.
7. Each Team Leader sends their team’s form EMD-078, and a consolidated After Action
Report (AAR), to the EC by Friday, November 6, 2020.
Deployment location environment: Outdoors, likely no amenities, be prepared for rain.
Equipment to Bring:
A mobile VHF/UHF radio (capable of at least 25 watts), APRS equipped if possible.
External antenna, mounted on vehicle or portable.
GPS unit or county road map (hard copy or download from
https://www.ccareswa.org/system/files/library/Clark%20County%20Road%20%20Atlas
%202019.pdf).
Current Handi-Card (Operating Aid, Tab 7), with extra ICS-213 and Radiogram forms.
A face mask as both a COVID-19 precaution and to protect from the direct effects of
air currents that could carry Zombie pathogens or toxins.

Initial Tasking :

  • Area teams will be assigned incident response locations within an area roughly analogous to their team area boundaries.
  • Agency teams 8, 10, 11, and 12 will be deployed at the direction of the EC, and members may be assigned to assist Area teams.
  • Area Team Leaders will assign team members to visit the incident response locations enumerated in the initial Winlink tasking message. Operations :
  • There will be two simultaneous Net Control Stations (NCSs) in operation. The EC will assign each team to a repeater which geographically favors their portion of the county.
  • Team 9 members will operate from their homes and will monitor different frequencies (as assigned) to send and receive messages as if they were operating from their normal served-agency station at CRESA.
  • Team Leader tasks: ◦ When notified by the EC, activate the team. Make a list of exercise participants from the team, along with the (optional) APRS call sign and suffix, and report this information to the NCS upon initial Team Leader check-in. ◦ Receive a list and map of the incident response locations via Winlink. ◦ Coordinate team member activities using the team VHF/UHF channels. ◦ Assign members to incident response locations, and monitor the progress of each member. ◦ Take Zombie situation reports from team members. Notify the NCS that you have message(s) for CRESA, and pass the report(s) on the assigned repeater.
  • Member tasks: ◦ Travel to incident response locations as assigned by the Team Leader. ◦ When departing all locations, report current and destination locations to the Team Leader. If out of simplex radio range, report this to the NCS. ◦ Report response location arrival and give a Zombie situation report to the Team Leader. If out of simplex radio range, report this to the NCS. ◦ If met by an “agency” representative, contact the NCS to transmit: ▪ ICS-213 messages to CRESA. ▪ ARRL Radiograms to the National Traffic System liaison. ◦ If the Team Leader and NCS cannot be reached by radio from an assigned location, make reports and pass message traffic when back in radio range.
  • If a member is overdue reporting in, notify the EC immediately. Hot Wash : At the conclusion of the exercise, all members should participate in an on-the- radio “hot wash” (exercise debriefing, sharing of lessons learned, other feedback) which will be conducted by the EC on CLRK 2A. Demobilization :
  • After the exercise, members will check out with their Team Leader when they reach home (or other location unrelated to the exercise).
  • Once all team members have checked out with their Team Leader, that Team Leader will report this information to the EC.
