light of this statement highlight the relevance of Public Policy.
Public Policy:Definition and Meaning
There are several definition to the Public Policy and several scholars have attemted to describe
public policy from their perspective. Let us go through some of its definitions. Anderson viewed
that " a purposive course of action followed by an actor or set of actors in dealing with a
problem or matter of concern. Thomas Dye defines that a public policy is whatever
governments choose to do or not to do.Richard Rose says"Pubilc Policy is not a decision,it is a
course or pattern of activity. From these definition, it is
clear that public policies are govrnmental decision and are actually the result of activities which
the government undertake in pursuance of certain goals and objective. It can be said that public
formulation, implementation involves a well planned pattern of activity. It require active
involvement of government agencies, executive, judiciary, legislative, policy experts and
bureaucracy.
Theoritical Dimention : The context
Public Policy is a new subfield in Political Science.Traditional analysis of govrnment were narrow
and incomplete description of activities.Public Policy developed with the changed role of state,
emergence of modern society,industrialization and increased participation of people in
government processes.So government decision upholds greater responsibility and
legitimacy.The problems of citizens hanve a profound implication for politics and government.
It was America where the initiative towards a more unified approach to the study of public
problem. Thus, policy really began. The works of Harold Lasswell ,Psychopathalogy and politics
and the Analysis of Poltical behaviour which culminated in the publication of Lasswell and
essay titled "The Policy Orientation" the policy science.Harold Lasswell was the main person
who initiate the movement of Public Policy.In the late 1960's Edward S.Quade recognises
number of triggering factors such as war, poverty, crime, race, climate change, liberalization
could be more influencing issues for producing great interest in Policy Sciences.
What is Public Policy
Public Administration emerged as an instrument of state for securing 'public interest 'rather
than 'private interest'.In this sense public consist of common masses.The term policy refers to
overall programme a distinct path of action which is suitable for the pursuit of desired goals
within a particular context, directing the decision making of an organization or individual .

What is Public Policy

The policy process is a process of balancing different solutions that address the different aspects of a cluster of problems. Every policy has three key elements: a problem definition, goals to be achieved, and the policy instruments to address the problem and achieve the goals. Policy may be formal or informal: a formal policy might take the form of a planned policy document that has been discussed, written, reviewed, approved and published by a policymaking body. It could be a government’s national plan on HIV/AIDS for example. An informal policy might be, general, unwritten but widely recognized practice or understanding within an organization that a course of action is to be followed. Even though this policy may not be officially documented in written form.

Important Features and Nature

The nature of Public Policy is very vast and inclusive which upholds the instrument, Mechanisation to resolve current issues. It's features let us know about the dimesions it covers and morever, it's faraightedness towards the welfare of society. Following are the some glimpse which clearly created nature of Public Policy.

  1. Public Policy ate goal oriented and formulated, implemented in order to attain the objective which government has view for the ultimate benefit of masses in general. The Policies clearly show the progrmmes of government. 2.Public Poicy is the efforts of those who have legitimate authority to impose normative guidelines for actions.In positive sense it also depicts the concern of the government and involves it's action to a scrupulous problem on which the policy is made. 3.Lays down guidelines : Public Policy in most cases lays down general direction then executive planned it in concrete action usually try to implement it.It also involves decision making models for dealing with aims that try to achieve whatever is fall into the public interest. 4.Public Policy is very Complex and intricate process :Public Policy involves several component which are interconnected through communication and feedback loop. It require consistent inputs which varied with the time, the sequence of its sub processes and stages very internally and with respect to each other.With the use of available resources, technology it aims to bring out maximum output.

Types of Public Policy

There are several types of Public Policy like substantive, Regulatory,Distributive, redistribution. 1.Substantive : These policies have prioritise general welfare and upliftment of society, the progrmmes like provision of education, employment, economic stabilization, law and order etc. These are not related to any marginalized or privileged segments of the society. Such policies have to be fornulated keeping in the view of socio-economic justice in the Society. 2.Regulayory Policies :These are concerned with regulation of trede, business, safety nets etc.

the Democratic set up for the people not only the efficiency and effectiveness of the delivery of services. Public Policy also work towards developmental aspect. Actually well planned and proper implementation of Policy brings Socio- econonic development of nation.For example India formulated many policies which aimed at social economic transformation such as Planning Commission Five Year plan were made to boost agricultural production, industrial growth, poverty alleviation, rural development ..Apparantly these policies strenghtened nation building process. Thomas Dye gives three reasons for the relevance of Public Policy such as Scientific, Professional, Political Process. First,Public Policy can be studied in order to gain knowledge about the its origin the process by which it is developed and it's consequences for society. This leads to increase our understanding of the Political System and society in general.Public Policy has professional utility also, an understanding of causes and consequences of Public Policy permits us to apply social science knowledge to the solution of practical problems.In simple words policy studies can produce professional advice for the ills of society.Finally, Public Policy has a political utility. It ensures that nation adopts the right policies to achieve the right goals. During political crises this task is accomplished by the politicians with the knowledge of Public Policies. So overall policies are very essential for the welfare of society and assumed considerable priority in response to increasing complexity of the society.It provides proper machanism and direction to improve exiting scrupulous problems. These policies brought massive progress in citizen's life and nation as a whole. It keep intact the holistic approach of development.

Conclusion

To conclude, Public Policy is a fluid concept that change in accordance of evolving issues and contemporary matter.It is far more complex process, involves intense efforts of government officials, non state actors, bureaucrats, civil servants, media etc. to bring the best services capable of meeting the public demand simultaneously aims at wider goal of development of the nation.It is a set of action either to remove deficiency or improve the condition of any particular area.It is progressive process varied according to contextual timeframe. The Policy making process is one way of understanding the means through which conflicting demands are heard reconciled and resolved in on orderly manner, if not always perfectly.
