Agency History:
Harris County Public Health was established in 1942, in alliance with the Texas State Health Department, as the Harris County Health Unit. Dr. R. L. Cherry became the first director in the spring of 1942, but resigned the following year to join the war effort. Directors that followed were Dr. A. M. Clarkson (1943-1947), Dr. L. D. Farragut (1947- 1971), Dr. Francine Jensen (1973-1985), Dr. Thomas Hyslop (1986-2001), Dr. Herminia Palacio (2003-2013), and Dr. Umair A. Shah (2004-present). The county health department has worked over the decades to fight disease, improve sanitation, and decrease pollution.
When the unit was founded during World War II, venereal disease was rampant on military posts and in war plants. In addition to treating those infected, the health department urged increased screening for the disease and initiated programs to limit the spread, including a crackdown on prostitution by law enforcement. Efforts to halt the spread of venereal disease were successful.
The health unit first began trying to control mosquitos in the 1940’s in an effort to limit the spread of dengue fever. Mosquito control was, and still is, an ongoing mission for the Harris County Health Unit as more mosquito borne diseases surfaced over the decades. In the 1960s an increase in cases of encephalitis caused scientific and approved mosquito control measures to be ramped up. Mosquito control continues today, as initiatives to eliminate mosquito breeding habitats and tests to determine if viruses like West Nile or Zika exist in the county.
Polio cases tripled in Harris County in 1943. The health unit issued a 10-point plan to minimize cases and opened a ward at Jefferson Davis Hospital strictly for polio patients.

Swimming pools were closed throughout the county to try to limit the spread. Following the discovery of the polio vaccine, licensed by Jonas Salk in 1955, county officials began injectable immunizations immediately, but polio cases were still surfacing into the 1960s. A national effort was undertaken in 1962 to immunize as many individuals as possible using the new oral polio vaccine. The Harris County Health Unit participated in this national effort and organized a one-day mass immunization drive on July 22, 1962, by setting up clinics in almost 200 schools around the county, which succeeded in immunizing over 900,000 people in that single day. Other immunization drives followed effectively eliminating polio in Harris County.
The increase of disease was exacerbated by overcrowding in the county beginning during World War II and continuing for decades. Overcrowding and a lack of regulation led to unsanitary methods of sewage disposal that left sewage running in the streets in areas of the county. As there were no specific laws relating to sanitation, in 1943 Dr. Clarkson began trying to improve conditions by filing criminal charges under existing laws against individuals that violated the county rules on sanitation. Sanitation issues dealing with sewage and trash would later be handled by the county’s pollution control department. Clarkson also targeted restaurants and food handlers for unsanitary conditions. Regulations were put in place to monitor food storage temperatures, eliminate rodents and insects, and increase overall cleanliness. The health department continues to monitor these conditions and enforce regulations.
The 1970’s brought an increase in the spread of animal borne diseases, such as rabies, to the human population. The county health department began a push to increase the numbers of animals vaccinated for rabies and instituted programs to educate the public on how to recognize the signs and avoid contracting rabies from domesticated and wild animals. Animal Control and the county shelter are operated within Harris County Public Health.
In 1992, Harris County Commissioner’s Court reasserted control over the federal Ryan White Program grants from the Greater Houston AIDS Alliance. The Ryan White Planning Council became a function of the county judge’s office and Harris County Public Health & Environmental Services took over the administration of funds.
In 1953, Commissioner’s Court established the Pollution Control Services Department as part of the health unit, later known as the Stream and Air Section. This was the first joint air and water pollution section in the country. With few regulations requiring facilities to limit pollution, the program was limited to conducting open meetings and hearings with industry leaders, holding conferences to discuss pollution control options, and recommending plans to improve visibility and clean up the waterways. Harris County’s rapid growth in the 1960s exceeded the existing capacity to handle sewage and trash. As

Meeting minutes, grants and awards, correspondence, reports, proposals, and printed materials deal with the transfer of the Ryan White Program from the Greater Houston AIDS Alliance (GHAA) to Harris County in 1992. The Ryan White Program was split between the Ryan White Planning Council (RWPC) administered by the County Judge and Harris County Public Health & Environmental Services (PHES) who manage the funding. Of particular interest are the GHAA records documenting the Ryan White Program prior to and after the transfer to Harris County (1990-1994), see Box #2184. Records belonging to Charles Henley are included in Box #2174 along with proposals and meetings minutes. There are 48 audio microcassettes documenting meeting minutes in box AV20.
