In this paper, I will compare Kernell's article on “going public to President Biden asking Congress for funding for Ukraine and Israel to aid them in their wars. In his article, Kernell states that the president can use his platform to go public and incentivize the legislators to vote on what the president wants. Kernell explains that this would work because the legislators are up for reelection every two years. If the president gathers public support, this will help him when he calls out a legislator and says that that legislator is voting against what their constituents want, this would shed a bad light on the legislature and pressure them to vote with their constituents. The idea here is that in order to get what the president or what the legislator wants they would rally the public support which in turn would essentially peer pressure the legislators into voting for the bill in order to be viewed in a positive light by the public and their constituents. This makes it a lot harder for the legislator not to vote with how their constituents may want. Kernell also says that an alternative to going public is bargaining, however, he states that this is much more difficult to do in a divided government like ours and it he says that it is much easier to use the tactic of going public. The current event that I am writing about is that President Biden is trying to push Congress to approve a bill that would send aid to Ukraine and Israel. The goal here by President Biden is that he wants to get money to give to Ukraine and Israel to help with their war efforts. The bill that President Biden wants to pass asks for a hundred-five billion dollar aid package split between Israel and Ukraine. The problem with this bill is one, that it is a lot of money and Americans are hesitant to give that much money, and two, that many Republicans do not want to send any more money to Ukraine. The public view on funding Ukraine is split pretty much in half, one side argues that we are already in debt as a country and we can't afford it while the other half says that we need to help them because we are their allies.Due to this, the House
passed a fourteen-point three billion dollar bill to send aid to Israel but not Ukraine. This however is different from what President Biden wanted. Due to the changes to the bill, Biden went public and said that he would veto this bill if it got to his office if it did not have aid for Ukraine. President Biden argues that funding to Ukraine is vital to the United States security. The Kernell reading that I did helped me understand this current event in much more depth. It helped because it helped me understand the idea of taking something public. It explained how the president could use this topic to sway people to vote on or do something that is beneficial for them. In this case, President Biden uses the strategy of going public to pressure the House to add aid for Ukraine in this bill. Biden goes public to ask for the legislators to vote how their constituents would want, in this case, he makes the argument that they want to vote for the aid. He argued that we need to send them aid because it is vital to the security of the United States. This is President Biden going public and trying to get the public on his side inorder to pressure the legislators to pass the bill. President Biden made it known to everyone that if these changes are not met, he will just outright veto the bill and send it back for revisions until aid for Ukraine is added. This is a very good strategy because this puts pressure on the House to change the bill because the legislators know that their constituents may be upset with them if the bill for aid to Israel is not passed. I could connect this to the Kernell reading because they both use the strategy of going public as a means to help get what they want/need and the example with Biden confronting Congress to change their bill is a good real-world example that helps me understand Kernell's point. I would say that going public in this situation might not help President Biden due to the fact that the country is so divided on this question, therefore there won't be overwhelming support for one side or the other.
