FIELD EXPERIENCE ASSIGNMENT
FALL, 2008
For each course in the administration sequence, the student will do a field experience,
that is, some activity that requires contact with public schools and public school
administrators. The field experience for 591 will be an examination of the legal
foundation for a school district. It is divided into the following three parts:
A. A Study of a School District Policy Handbook
1. Every school district should have a policy handbook written and kept by
the school board. The assignment is to analyze it from a legal standpoint.
Answer questions such as:
a. What is the legal importance of such a handbook?
b. What information does it contain?
c. How accessible is it to the public?
d. How much do district employees know about the handbook?
B. Review a Year’s Worth of School Board Minutes
1. Every school board must keep minutes of meetings and must make the
minutes available to the public. The assignment is to review a year’s
worth and answer questions such as the following:
a. Categorize the issues discussed. What are the hot buttons?
b. What are the legal issues impacted by the hot buttons?
c. What do the hot buttons tell you about the relationship of the
board to the public? To district employees?
C. Interview a Superintendent and a President of the School Board
1. The object here is to explore the legal relationships among the
governance entities within a school district. Answer such questions as
the following:
a. What is the legal relationship between superintendent and school
board? How must the two entities work together in order to be
able to function?
b. What is the legal relationship between school board and the state
of Indiana?
c. What are the legal parameters within which school boards may
conduct business?
This assignment is of necessity broad. This is a rather delicate issue for some
administrators and, frankly, some districts are a bit lax on doing and keeping policy.
Therefore, it is possible that you may not be able to do all three of the above. We do
the best we can. If you cannot do any of the above for whatever reason, I would expect

you to visit with me about alternatives. The questions listed under each section are meant as suggestions. You are encouraged to develop your own questions as well. Your written presentation will include the following parts:

  1. Present a background of the district, much as you did in the Shadow Study. Again, anything that will enhance the readability of your presentation will be appreciated and noted.
  2. Address the points in A above, that is, describe your search for the handbook and its overall general availability.
  3. Analyze the handbook, that is, note its organization, its general contents, important items it addresses, important items it omits, its usefulness as a tool with which to present the law of the district to the public.
  4. Analyze a year’s worth of school board minutes, following B above.
  5. Interview the superintendent and the school board president (or a member of the school board) according to C above.
  6. Reflect on this assignment. What did you learn that you didn’t know before? How does what you learn affect your thinking about administration? How did what you learned relate to the standards addressed in this assignment?
