This first Town Council profile provides a snapshot for directing all the interventions in the council. It was developed in a very consultative and participatory manner where all the relevant stakeholders were involved. The data were collected from the head of departments and from the three wards of the town council. I wish to acknowledge with great pleasure, the various actors and institutions for their tremendous inputs in the formulation of this profile. I am highly indebted to the various departments that provided sector-specific issues that formed the basis of this profile. In a special way, I am indebted to town council Planning Unit for their technical support and guidance which facilitated the formulation and production of this profile. Last but not least, I acknowledge the contributions of the Technical Planning Committee of the Town Council for their scrutiny and the final input of the profile. Finally, I appeal to all the stakeholders including our development partners, civil society organizations, the private sector, well-wishers and the entire public to support the process of supporting us in our areas of interest using the various means available so that together we achieve our long term goal of improved service delivery to the people.
1.1Name of the Council.
Karago town council came into operation on 1st July 2012 and derived its name from Karago Town Council whose origin can be traced back from the history of Karago trading center. Goal:
To increase household income, food security, promote education, health and infrastructure through mobilization and sensitization for social economic transformation.
1.2 The Town Council’s Strategic Objectives are: To strengthen farmers capacity in undertaking farming as a business for ensuring sustainable household food security and income. To mobilize farmers to form farmer institutions through which they can access support services from both government and non-government organizations.
To build the farmer capacity to access micro finance services for increased production at household level and productivity in sustainable manner. To identify and collect revenue to ensure that service delivery standards are met. To provide adequate and accessible health services to the people of the Town council LG To mainstream all crosscutting issues at all levels and in all sectors The planning process involved all stake-holders right from cells to wards and finally the Town Council. The Town council held its budget conference in July 2011. The conference brought on board development partners like NGOs/CBOs, Religious and Opinion leaders, Lower local leaders, Ward Development Committees, Technical staff, the entire community where needs were identified.
1.3 Geographical Location and Size of Karago Town Council
Karago town council is located in the south western end of Kabarole district. It’s one of the Town Councils of Burahya County. It borders with Kicwamba sub-county in the north-western, Bukuuku in the eastern Karambi in the north and Karangura in the south. Administratively, the town council is divided into 3 wards, 19 cells/villages as in the table below:-

This Department is charged with the responsibility of providing management support to all functional departments and units in their operations. It is composed of the Town clerk, Information Technology officer, Human Resource officer and Records management, Principal Town Agents sub sectors. The Town Clerk is the Head of this Department. To effect payment of staff salaries, gratuity, retirement benefits and pension. To ensure departmental coordination, hold Technical Planning Committee and programme Management meetings. To ensure a clean working environment

Community based services department is mandated to foster the development of communities and to bridge the gaps between them through the delivery of government services by mobilizing, empowering and providing welfare services to the communities, community based groups, vulnerable and disadvantaged persons, particularly the women, children, persons with disabilities, the elderly and the youths to participate in community activities and to benefit from services of the department and other agencies of development in order to achieve gender equity and meaningful socio-cultural and economic development. Services in the department are therefore provided under the following sections: Department Head concern with general administration & NGO/CBO registration Community Development (FAL Programme, Rehabilitation, disabilities and elderly; Gender and Culture) Probation and youth Labor and industrial relations

The Internal Audit Department is established to ensure that every local council, in the district keeps proper books of accounts and other records in relation there to
and balances its accounts for that year and produces statements of final accounts within the stipulated period. The department also oversees the effectiveness of internal controls and advises management accordingly. Furthermore, it is mandated to carry out the following audits with a view of establishing whether there exists: Procedures, officially prescribed or merely followed, which are ineffective or more costly than justified Duplication of effort by employees or between organization units Performance of work which serves little or no useful purpose Inefficient or uneconomical use of assets, equipment, vehicles or other equipment Faulty buying practice and accumulation of unneeded or excess quantities of materials or supplies Wasteful use of resources.
WORKS AND INFRASTRUCTURE
Works and Technical Services Sector is composed of the following sub sectors; Roads and Buildings Water and Sanitation Mechanical Section. The Town council Development Plan puts roads, water and sanitation high both National and District priorities. These are aimed at increasing the income of the poor and improving the quality of lives of the poor and increase productivity through reduction of water and sanitation related diseases.

The health sector shall focus on achieving universal coverage with quality health, and health related services through addressing the following strategic objectives.
Objectives of the department
To increase access to the minimum health care package. To control communicable diseases through Preventive, Promotive, Curative and Rehabilitative Services. To prevent non communicable diseases in the Town council. To increase demand, and utilization of health services through community involvement in Health care planning, implementation, monitoring and evaluation. To strengthen Inter-sectoral collaboration with development partners, CBOs and line Ministries in essential Health service delivery. To ensure Quality in health care delivery through Integrated Support Supervision, Technical supervision, Monitoring and Evaluation and staff motivation. To develop Human Resource (HR) through upgrading and enhancing competences and performance of health workers and recruitment. To strengthen institutional capacity in health service delivery through infrastructure improvement and provision of medical supplies and equipment.
This Department is composed of Crops, Veterinary, and Fisheries. It’s mandated to transform subsistence farming to sustainable commercial agriculture for reduction of poverty and improved food security
Agriculture extension services which are the responsibility of Town council have been reformed to promote services to farmers on high yielding and commercial enterprises. We provide crop, animal and fisheries husbandry extension services; entomological services and vermin control; trade development services; and cooperative development services.
Objectives Promote delivery of quality agricultural extension services, use of proven planting materials/high value crops, ensure improved household incomes and effective disease / pest management and control To control tsetse fly infestations in order to protect humans and livestock from trypanosomiasis disease To promote and develop apiculture an income generating activity for households To ensure effective service delivery through engagement in commercially viable enterprises To promote livestock productivity through use of sustainable livestock production practices and effective disease control To promote tourist opportunities, conserve and manage the wildlife and protect crops and man against vermin and injurious animals
