The academic programs, along with the category-wise intake capacity known

as seat matrix, will be announced on the online portal, https://josaa.nic.in/.

The business rules stated herein will be strictly followed for allocating

seats for the above referenced academic programs for the academic year

2024 - 25 , through joint seat allocation for the IITs and the NIT+ System.

There are various provisions contained in these Business Rules which may

not be reversible. The candidates are strongly advised to exercise their

options carefully within the stipulated timeframe and may seek guidance

through the grievance redressal mechanism provided in these rules [See

clause 85 below].

The seat allocation process follows a strict timeline. The entire process is

on-line and computer operated. No exceptions are possible and

therefore, candidates are strongly advised to thoroughly acquaint

themselves with these Business Rules, be vigilant, keep their documents

handy and make arrangements for making the requisite payments and

completing the requisite formalities, well in advance. It will not be

possible to entertain requests for extension of time for completing any

activity.

2. A candidate chooses and applies to a series of academic programs in a

certain order of preference.

In the context of seat allocation, “academic program” refers to the

combination of academic program and institute. For example, a 4 - year

B.Tech. degree in Computer Science & Engineering at IIT Madras is referred

to as an “academic program”. Another example of an academic program is a

4 - year B.Tech. in Mechanical Engineering at NITK Surathkal.

A seat to the highest possible choice of academic program is allocated to the

candidate considering the following factors:

(i) The category [GEN, GEN-EWS, OBC-NCL, SC, ST, GEN-PwD,

GEN-EWS-PwD, OBC-NCL-PwD, SC-PwD, ST-PwD] of the

candidate.

(ii) The position of the candidate in respective rank list(s).

(iii) The order of preference of academic programs selected by the

candidate.

(iv) The availability of seats in different seat categories / seat quotas

for which the candidate is eligible.

(v) Other business rules as mentioned in this document.

II. ENTITIES

3. The Joint Admission Board, JEE (Advanced) 202 4 [JAB 2024 ] conducts JEE

(Advanced) 202 4 , and frames the policies and norms for seat allocation to

IITs.

The JEE Apex Board conducts JEE (Main) 2024 and the Central Seat

Allocation Board [CSAB] 2024 frames the policies and norms for seat

allocation to NITs, IIEST, IIITs (Triple-I-Ts) and Other-GFTIs. CSAB 202 4

also frames the rules and policies for seat allocation for CSAB special

vacant seat filling round(s), CSAB supernumerary counselling and CSAB

NEUT counselling. The business rules and schedule for CSAB activities

will be announced by CSAB at https://csab.nic.in in due course of time.

Joint Seat Allocation Authority [JoSAA] 202 4 consists of representatives

from the JAB 202 4 and CSAB 2024.

National Informatics Center (NIC) will extend its technical support and

expertise for providing the services of e-Counselling and Admission for the

above said activities carried out by JoSAA 202 4 and CSAB 202 4.

No agency other than JoSAA 202 4 is responsible for joint seat allocation to

the seats at the IITs/NIT+System. Candidates seeking information / assistance

Business rules applicable to those candidates who have applied for

revaluation, retotalling or reappearance to improve their performance in their

class XII/equivalent examination, are contained in Section XXVI, Clause 72.

However, these will only apply if the candidate completes the mandatory

formality of registration and choice filling.

The schedule for JoSAA 202 4 is given in Annexure 3.

*Class XII and equivalent examination details are given in Annexure 4.

IV. CATEGORIZATION OF CANDIDATES

5. For the purpose of seat allocation, qualified candidates are categorized

based on the presence or absence of disability and nationality. On the basis

of such a categorization, each candidate is assigned a category tag as given

below.

(i) Category tag GEN: This is assigned to OCI/PIO candidates who have

secured OCI/PIO card before 04.03.2021 or Indian nationals of general

category who do NOT belong to GEN-EWS, OBC-NCL, SC or ST

category (or who fail to produce valid GEN-EWS, OBC-NCL, SC or

ST certificate) and are NOT PwD.

(ii) Category tag GEN-PwD: This is assigned to OCI/PIO candidates

who have secured OCI/PIO card before 04.03.2021 or Indian nationals

o f general category who do NOT belong to GEN-EWS, OBC-NCL,

SC or ST category (or who fail to produce valid GEN-EWS, OBC-

NCL, SC or ST certificate) and are Persons with benchmark Disabilities

(PwD). Candidates must produce a valid PwD certificate (or valid

UDID card) to be assigned this tag. Thus, candidates belonging to the

general category are divided into two mutually exclusive categories and

are assigned either one of the tags GEN or GEN- PwD.

(iii) Category tag GEN-EWS: This is assigned to Indian nationals of general

category who belong to the Economically Weaker Section (EWS) and

are NOT Persons with Disabilities and are NOT Persons belonging to

OBC-NCL/SC/ST category. Candidates must produce a valid GEN-

EWS certificate to be assigned this tag.

(iv) Category tag GEN-EWS-PwD: This is assigned to Indian nationals of

general category who belong to the Economically Weaker Section

(EWS) and are Persons with benchmark Disabilities and are NOT

Persons belonging to OBC-NCL/SC/ST category. Candidates must

produce valid GEN-EWS and PwD certificates to be assigned this tag.

Thus, candidates belonging to the economically-weaker sections of the

general category are divided into two mutually exclusive categories and

are assigned either one of the tags GEN-EWS or GEN-EWS-PwD.

(v) Category tag OBC-NCL: This is assigned to Indian nationals who

belong to the Non-Creamy Layer of Other Backward Classes (OBC-

NCL) and are NOT Persons with Disabilities. Candidates must produce

a valid OBC-NCL certificate to be assigned this tag. The backward class

MUST be listed in the Central List of OBCs published by the National

Commission for Backward Classes, Government of India.

(vi) Category tag OBC-NCL-PwD: This is assigned to Indian nationals

who belong to the Non-Creamy Layer of Other Backward Classes and

are Persons with benchmark Disabilities. Candidates must produce

valid OBC-NCL and PwD certificates to be assigned this tag. The

backward class must be listed in the Central List of OBCs. Thus,

candidates belonging to the Non-Creamy Layer of Other Backward

Classes are divided into two mutually exclusive categories and are

assigned either one of the tags OBC-NCL or OBC-NCL-PwD.

(vii) Category tag SC: This is assigned to Indian nationals who belong to the

Scheduled Castes ( S C ) and are NOT Persons with Disabilities.

Candidates must produce a valid SC certificate to be assigned this tag.

(xii) For NIT+System: Candidates who are NOT Indian Nationals (by birth

or naturalized) (including OCI/PIO card holders who have secured

OCI/PIO card after 04.03.

) are assigned Foreign tag. Such

candidates are not eligible for seat allocation through JoSAA to

NIT+System.

6. For candidates who have qualified in JEE (Advanced) 202 4 and have

registered/appeared in JEE (Main) 202 4 , the category of the candidate

as entered in the database provided by the JEE Apex Board 2024

[which conducted JEE (Main) 2024 ] will be considered, subject to

document verification.

7. For candidates including OCI/PIO card holders who have appeared in JEE

(Main) 202 4 but have NOT registered for JEE (Advanced) 2024 , or registered

but not qualified JEE (Advanced) 202 4 , category tag is assigned based on the

candidate’s declaration in the JEE (Main) 2024 registration portal and will be

subject to document verification in accordance with the rules announced by

CSAB.

8. For the purpose of allocating seats for NIT+System, candidates are also

assigned a state code of eligibility.

(i) State code of eligibility means the code of the state from where the

candidate has first appeared Class XII (or equivalent) examination. The

codes of the states are same as those given in the JEE (Main) 2024

Information Bulletin. It is important to note that the state code of

eligibility does NOT depend upon the native place or the place of

residence of the candidate.

For example, if a candidate appears for the Class XII examination in

Delhi and is a resident of NOIDA, Uttar Pradesh, the candidate’s state

code of eligibility will be that of Delhi State and NOT that of Uttar

Pradesh.

(ii) If a candidate has first appeared Class XII (or equivalent)

examination from one state but appeared for improvement from another

state, the candidate’s state code of eligibility will be from where the

candidate first appreared the Class XII (or equivalent) examination and

NOT the state from where the candidate has appeared for improvement.

(iii) For Indian nationals passing the Class XII (or equivalent) examination

from an institution abroad (e.g., Nepal, Bhutan, Gulf countries, Sri

Lanka, UK, US, Canada, etc.), the state code of eligibility will be

determined on the basis of permanent address in India as given in the

passport of the candidate. Such candidate should upload the Indian

passport along with their Class XII (or equivalent) examination

certificate/transcript.

(iv) The state code of eligibility of OCI/PIO (who have secured OCI/PIO

card before 04.03.2021) passing Class XII (or equivalent) examination in

India is at par with Indian nationals. However, OCI/PIO passing the

Class XII (or equivalent) examination from an institution abroad are

eligible for Other State quota seats or All India quota seats (but NOT for

Home State quota seats) in all NITs, IIEST and Other-GFTIs.

V. DISTRIBUTION OF SEATS INTO PROGRAM SECTIONS

9. The total intake (i.e. number of seats) for an academic program is distributed

into different Program-Sections. These are OPEN, GEN-EWS, OBC-NCL,

SC, ST, OPEN-PwD, GEN-EWS-PwD, OBC-NCL-PwD, SC-PwD, and ST-

PwD.

10. The category tags of candidates who are eligible for various Program-

Sections are as shown in the table below:

candidates other than the states of Arunachal Pradesh, Assam,

Nagaland, Manipur, Meghalaya, Mizoram, Sikkim, Tripura, and West

Bengal. Candidates having West Bengal as state code of eligibility are

not allocated seats through JoSAA/CSAB in Ghani Khan Choudhary

Institute of Engineering and Technology Malda.

(iii) Seats for academic programs offered by Assam University, Silchar,

Birla Institute of Technology, and Puducherry Technological

University, Puducherry are distributed into Home State quota and All

India quota.

(iv) In all the Institutes not mentioned above, there is only one seat quota

i.e. All India quota.

Each of the above divisions of seats is also referred to as “Program-

Sections” henceforth.

12. (A) There are 50% Home State seats for NIT Goa which shall be

distributed in the following manner:

i. 80 % of the Home State seats are reserved for candidates from Goa.

ii. The balance 20 % of the Home State seats is shared by candidates

from Union Territories of Daman & Diu, Dadra & Nagar Haveli and

Lakshadweep.

(B) There are 50% Home State seats for NIT Srinagar (J&K) which shall be

distributed in the following manner:

i. 90% of the Home State seats is reserved for candidates from J&K.

ii. The remaining 10% of the Home State seats is reserved for the

eligible candidates of the union territory of Ladakh.

  • For states and union territories without an NIT, Home State quota will be

considered in the NITs as shown below:

Andaman and Nicobar Islands NIT Puducherry

Lakshadweep NIT Goa

Daman and Diu NIT Goa

Dadra and Nagar Haveli NIT Goa

Chandigarh NIT Delhi

Ladakh NIT Srinagar

13. Supernumerary seats for the Union Territories of Andaman & Nicobar

Islands, Dadra & Nagar Haveli, Daman & Diu, and Lakshadweep islands

will be in the NITs shown below:

Andaman and Nicobar Islands NIT Durgapur

Lakshadweep NIT Calicut

Daman and Diu SVNIT Surat

Dadra and Nagar Haveli SVNIT Surat

Supernumerary seat allocation for these Union Territories will be done after

the joint seat allocation and seat acceptance under JoSAA and CSAB

Special round for NITs, IIEST, IIITs, and GFTIs. The business rules and

schedule for allocating these supernumerary seats will be announced

subsequently by CSAB at https://csab.nic.in.

14. The number of seats available for different candidate categories / quotas

(i.e. seat matrix) will be announced in the online portal https://josaa.nic.in.

15. JoSAA 202 4 allocates seats as per the seat matrix data provided by the

participating Institutes. It is the sole responsibility of each participating

institute to provide the seat matrix data taking into consideration the
