Purpose of Voting: Method by which a democratic society makes decisions. Uses:
Methods of Voting
If the number of voters is odd, and we are interested only in vo ting systems that never result in a tie, then the majority rule is the only voting system for two alternatives that satisfies the three conditions listed next:
Majority rule has at least three desirable properties:
A ballot consisting of such a rank ordering of candidates is called a preference list , or more precisely, an individual preference list.
Plurality method
Fundamental drawback:
Example: In 1980, D’Amato was opposed by two liberals: Elizabeth Holtzman and Jacob Javits.
22% 23% 15% 29% 7% 4% D D H H J J H J D J H D J H J D D H
Plurality voting Ë D’Amato=22%+23%=45% Holtzman=15%+29%=44% Javits=7%+4%=11%
Methods of Voting
No opportunity for a voter to express any preferences except for naming his or her top choice.
Old Exam Question
A group of twelve students have to decide among three activities: hold a keg party (K), watch a movie (M), or study (S). Their preference rankings are shown below. Which choice will the group make if they use plurality voting?
Number of Students 3 3 2 2 2 First choice K M S K S Second choice M K M S K Third choice S S K M M
__A. S __B. M __C. K __D. No winner can be chosen
Condorcet Winner Criterion
(CWC)
Methods of Voting
Drawback: there may not exist a Condorcet winner.
Condorcet winner (one-on-one)
Example: In 1980, D’Amato was opposed by two liberals: Elizabeth Holtzman and the late Jacob Javits. 22% 23% 15% 29% 7% 4% D D H H J J H J D J H D J H J D D H
Holtzman vs D’Amato: Holtzman=15%+29%+7%=51% : D’Amato=22%+23%+4%=49% Holtzman vs Javits: Holtzman=22%+15%+29%=66% : Javits=23%+7%+4%=34% D’Amato vs Javits:
D’Amato=22%+23%+15%=60% : Javits=29%+7%+4%=40%
Old Exam Question
Suppose that a nine-member committee needs to elect one of the four alternatives A, B, C, or D.Their preference schedule is given below. Is there a Condorect winner?
Number of Members 4 3 2 First choice A B C Second choice B D D Third choice C A A Fourth choice D C B
A) B wins B) C wins C) D wins D)No Condorcet winner is determined
Borda Count Method (weighted voting)
